Question / Help Output and Video Settings Help

Good evening all!

I'm a relatively new streamer with a brand spanking new PC build specifically for streaming games.

I've been using OBS Studio for 3+ months now and i'm still not sure about what my settings should be for certain areas in the File > Settings.

Specifically the File > Settings > Output and File > Settings > Video.

Before anyone asks my PC specs are here:

●Intel Core i7-6700K 4.0GHz Quad-Core Processor
●Corsair H100i v2 70.7 CFM Liquid CPU Cooler
●Gigabyte GA-Z170MX-Gaming 5 Micro ATX LGA1151 Motherboard
●G.Skill Ripjaws V Series 32GB (4 x 8GB) DDR4-2800 Memory
●Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
●EVGA GeForce GTX 1080 8GB Superclocked Gaming ACX 3.0 Video Card
●Phanteks Enthoo Mini XL MicroATX Desktop Case
●Corsair Professional 850W 80+ Gold Certified Semi-Modular ATX Power Supply
●Microsoft Windows 10 Home OEM 64-bit
~I have two identical 1680x1050 HD monitors
~My Ping is 12ms, my Download is 25.2 mbps, and my upload is 27.1 mbps

My question is what should be my Rescale Output be, my Bitrate, and my Buffer Size settings under the Output tab?

My other question is what should be my Base Resolution be, my Output Resolution be, my Downscale Filter be, and my FPS under the Video tab?
