Question / Help Out of sync. Video delayed

Hello all,

I am new to OBS and I have watched youtube videos, read articles and tried it myself. After 2 days of learning and applying, I think I am 98% to where I want to be except for the "out of sync issue" the video is delayed. Please the picture for my lay-out, ip web cam and OBS settings.

The video is delayed by 1 second or fraction but still noticeable.

My goal is to broadcast using OBS
1. my Facebook live
2. allow calls via IMO (imo.im)

My laptop specs:
OS: Windows 8.1 64-bit
CPU: Intel N3520 2.1GHz
RAM: 4GB
Intel HD Graphics
Total Available Graphics Memory 1792MB
Dedicated Video Memory 32MB
System Video Memory 0MB
Shared System Memory 1760MB

My phone that is active like an IP webcam is HuaWei Mate 7
My internet is 50MBps broadband with less than 100 ping

What settings to do I need to change to A/V is in sync

Webcams / Video devices often have some delay, so as you can't do much about it, you need to delay the audio as well, to sync it.
Just click on on of the gear wheel icons in the main OBS window, where the volume sliders are and open the advanced audio options.
Now you can add in a delay. For my logitech C920 and a Behringer USB audio mixer, around 150-200ms delay on my Mic/Aux is working well for me.

The audio from the mixer goes INTO the IP WEBCAM which is wirelessly transmitted to the laptop with OBS. so same source, the video is delayed. Is it because of my settings like my buffersetting or etc

How is the sound from the Mixer, going to the IP Webcam coming back into your OBS?
Ju can add audio delay to compensate camera delay or you add the an video delay (videofilter) to compensate audio delay.

To fix delay: make a test stream e.g. Youtube. Download result and open in a video editor. Separate video and sound.
Make sure your units are set for time. Find a noticeable spot e.g. 'yes'. Move video to the right till lips are in sync with sound. Read off the amount of milliseconds the video is offset.
This is the amount of delay you enter at the advanced audio setting (gearwheel). A re-test will confirm if it worked
