Question / Help OSB Missing/Skipped frames recently with no reason

Hello,
My OBS recently keep missing/skipped frames with no reason.
Didn't change any settings in OBS or Graphic card settings.
I even reinstall Windows, but still have the same issue.
It keep missing frames even I am not streaming
I turn off every souses with black screen, and it still missing frames.
I don't know what is going on, can anyone help me?
