That is the OBS internal renderer, and has no bearing on the renderer in use by the game you're playing.
Post a logfile from a streaming/recording session where the issue was occurring, and we can take a look at what's going on, on the back end.
As DX12 games tend to be newer, it's entirely possible that your GPU may just be hitting an overload point due to the demands of the game, leaving no time for OBS to handle its own scaling/color conversion/compositing tasks which DO need a tiny slice of GPU time. That's the most common cause for stuttery video, and once we confirm that by peeking over the log, there are a few ways to prevent it from happening. :)
