Optimizing settings for Sm4sh Tournament Streaming + Local recording.

Hello Forum,

I wanted to ask for your help for streaming and local recording.
Current PC specs: AMD FX 8350 (OC) at 4.5 Ghz | AMD R9 290 | 16GB RAM @1600 Mhz.

Desires: I would like to stream and at the same time do a local recording, I have an Elgato HD60 inserted in my MOBO ( not portable)
PRIORITY to local recording : 1080P60fps -> for us to upload later.
STREAM: Variable settings, enough to let local recording go smoothly.

Extra details: We have different scenes settup:
Gameplay Scene: View current game
Player cam + game details : For inbetween games, to view current score and listen to commentators.
Commentator cam: For be4 and after games.

AUDIO: commentator audio is set over every scene. Gameplay audio too.

EDIT: It's proving to be very difficult to get a sweetspot. OUTPUT SETTINGS:
(Simple) Streaming Video 2000 | Audio 128.

Recording: Indistiguishable | mp4 | Software(x264)

While recording, stream gets choppy.
Outputed Video is extremely choppy.
