Question / Help Optimizing settings for recording

Hello everyone. This is my first post and i am glad to join this community. I have a youtube channel for 2 years now and everything is fine, i am happy with the quality of my two latest videos, but sadly i had to format and so i lost all my settings :/ I did not grab anything from the documents or whatever, so now i have to find my settings again. The thing is i have no idea what i did and i want you to help me get this result again. Basically i was recording 1080p/60fps with okay-ish quality while i was on one hard drive playing and recording all together. Now i have a new hard drive but my recordings lag with the current settings that i have, and so i want you to help me find the best settings so i can go back to uploading 1080p/60fps again. I will provide my specs down below, you can ask me for whatever you want, and hopefully we can work this out. Thank you for your patience.

Ryzen 1600
Gtx 750ti 2GB
8gb DDR4 Ram
Windows 10 pro on a WD Blue purchased 3 months ago (fresh install)
x264 encoder
I've tested CBR on 8000-13000 Kbps, CRF from 13 to 25, cpu usage veryfast-ultrafast, and all settings drop frames when i record.
Also the file size is huge, it's like 3GBs for a 4 minute video.
When i was trying Nvenc a few months ago whenever i would click start recording it would say encoding overloaded, so i am not messing with it since my gpu can't take it.

If i missed anything you can tell me to add it, also if you want logs and stuff you need to tell me how to give them to you. Thank you.
