Question / Help Optimizing my stream?

My computer isn't a powerhouse, but I don't consider it a Toaster, either. I have my Bitrate set to 2500, using ultrafast CPU Usage preset, and I think I'm pretty good on the other settings. But I dont know what to set the Base and Output Resolutions to. My monitor is 1080, and I'm streaming at 720p (30fps), via the Output Resolution, but should I make my Base Resolution 720p, too? And what it the suggested Downscale Filter for me?

I should note a few things.
My graphic card is Nvidia GeForce GTX 780 Ti
My processor is an Intel Core i5-3570k CPU @ 3.40GHz
I have 8 gigs of Ram.

Here's my twitch, too. I play mostly PUBG, and in most of the streams, you can see that there are a lot of, uhh, frame drops, I guess? But the streams appear to have lost more frames than OBS informs me of.
 
base canvas is your monitor and game res - leave it 1080
set output scaled on video tab to 720p30 with lanczos filter
disable rescale output on output tab

now my suggestion would be to forget x264 on this cpu and try nvenc with 3000 or 3500 bitrate, i think result will be better than what you can pull now

run DDU in safe mode and clean nvidia -> install latest nvidia driver

Please post an OBS log so we can see all your settings and give you better feedback.

The quickest and easiest way to improve video sharpness/quality is to increasing bitrate. You can stream to twitch at up to 6000 bitrate as long as your ISP upload speed allows it. What is your max upload?

Also, I would recommend QuickSync before Nvenc. I believe you can use QuickSync because you have an Intel processor. Nvenc does best when streamed using high bitrates such as 15,000+. As I said above Twitch only allows up to 6,000 bitrate which Nvenc @ 6000 may give you better quality than what you currently have. You will probably get even better results with x264 or QuickSync @ 6000.

But, it's most important that you share an OBS log.
