Question / Help Optimal Stream Settings help!

Hello!

First of all thank you for reading my thread, I'm a 3D Character Artist based in Costa Rica, completely new to streaming. I stream the process of making a character from scratch to the final momento u place it inside the game engine, I do it for fun and also to get some exposure of my work on the internet,

As a matter of fact I just saw a video on YouTube explaining how to set this up, I thought it was okay but most of my friends told me the stream was kinda laggy and looked like an "stopmotion" animation because the playback stopped and then continued later fast forwarded, pretty odd.

I'd like your advice please! I need some comments on how to get it done right and have a stable streaming. Here's my Ookla Speedtest:

Here are my PC specs:

Intel(R) Core(TM) i7-4790 @ 3.60 GHz
RAM 16 GB HyperX
AMD Radeon R9 200 Series
Windows 10

The OBS settings I'm using are:

Server: South America: Medellin, Columbia

Any comment, critique, feedback or whatever would be more than appreciated, I'm trying to get as much advantage as I can from streaming Creative on Twitch so I want it to be done nicely.

No stream or recording attempt there, hard to say. Can you try these steps to get a clean log file?

To make a clean log file, first restart OBS, then start your stream/recording for ~30 seconds and stop it again. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here. Make sure you replicate everything you would do normally when performing this test.

Your maximum upload is 2930 Kbps

You set 2500 Kbps + 160 Kbps for audio = 2660 Kbps + your game using your connection.

This is what causes network issues.
As you rescale to 768x432 reduce output bitrate to 1500 Kbps.
I think this will solve this issue.
