Optimal settings to fix stream freezing?

So my stream although a little blurry due to lower bit rate from crappy internet. The viewers say that every few minutes the stream will buffer for a second or two or even tell them I went offline just going to post my settings and speed for recommendations, also I had a custom buffer rate but i just turned it off. I am still pretty new to obs so thank you for any help!

Your network connection to Restream.io is having some issues

About quality:
Lanczos rescaling filter gives more quality.

You can try also:
Canvas size 1280x720
Rescaling 1280x720
Filter bilinear (not used as you don´t rescale)
30 fps
