So, i started streaming like couple days ago, and idk if i got the OBS settings right, bcause my stream lags/stutters/slows down here and there.
I know i dont have the best PC around, but for 720p 60fps it should be enough i think.

PC specs:

Intel i7-3770k 3.5 - 3.9 ghz
16 GB DDR3 1600 mhz RAM
GTX 1050 zodac mini 4 GB

Internet:

Ping: 9ms
Download: 204 mbps
Upload: 35-40 mpbs

Any suggestion or help is much appreciated.

Run the Auto-Configuration Wizard from the Tools menu and then adjust as needed.

If those settings cause a problem, run a streaming session (start and stop with the problem you see included) and post a logfile.

So i did run the auto config wizard, and after that, i even downscaled the output video to 720p 59.94, but some problem still came..

Windows is out of date and game mode is on by default and cannot be switched off without registry editing. Read the link below for information on update/deactivating Game Mode.

You're overloading your encoder. Perhaps lower your quality setting or turn off psycho active tuning?
