Question / Help optimal computer

I'd like advice on building (or buying) a computer optimized to run OBS.
with a budget under $5,000

1 - What should be included?
2 - What should NOT be included?

Computers I'm currently considering are
Precision Tower 5000 Series (5810) and
Precision Tower 7000 Series (7910)

It depends on what you are streaming. If you are gaming, you can get a really decent mid end PC (and peripherals) for less than 2000.

If you get 2 PCs (one for gaming and one for encoding) then you can also get really great quality that way.

Of course if you are not gaming, then you wouldn't need anything nearly as powerful.

As of being 'Optimized for OBS' there really isn't anything to do since OBS is designed to be very versatile and run on almost any equipment.

The most important thing for video encoding is the CPU by FAR. For just gaming PCs you don't need an insanely great CPU since your GPU will almost always be the bottleneck and doing most of the work.

For video encoding, that is generally on the CPU. If you are just doing a local recording, using your GPU is fine since you can record to a much higher bitrate and don't have to get great compression which will cause your PC to run MUCH quicker.

To get great streaming quality you don't need a high end computer especially because people watching live streams come to expect less than perfect quality. That said, if you don't care about value too much and just want the best quality you can get, going for some insanely overpriced xeon would work.

Also if you tell me what you are going to be streaming/recording, and what other equipment you need, then I could much further help you along.

Long story short, its all about the CPU, and very situational. One thing to note is, as OBS is designed to use multiple cores, it (like most other programs) runs much better on fewer faster cores than more slower ones. (*basically don't buy some insane 22 core xeon*). I wouldn't recommend going more than 8 or 10 cores.

if you want a pre built and live in the usa or canada you can customize a prebuilt pc at cyberpowerpc.com or ibuypower.com. I recomend these sites because they give you better value for your money an new systems. it also depends on what games you will be playing and at what resolution. i recommend at least 7th gen i5 or fx8300 pared with a 1060 or 480 equipped with at least 16gbs of high speed ram. also get a 500w gold rated power supply at least to juice up all your components. also DO NOT CHEAP OUT ON THE MOTHERBOARD this is why you should customize your system because other prebuilts can have cheap unreliable motherboards. you do not need a xeon processor because games require higher clock speeds than the xeon can provide. also on ibuypoer only they have an easy part pick that can really help you and still allow you enough customiation room that you can get all the necessary parts.
conclusion buy a pc from ibuypower.com because of easy builder but allways get at least 16 gbs of ram and i really good cpu gpu and psu.

I use OBS to record myself commenting on news stories.

Typically I will include

a) images
b) window capture to include web pages
c) background video for effect that loops
d) camera (Logitech 930 or 920)
e) audio via Focusrite Scarlett 2i2
f) I also plan to include skype to do live-stream interviews.

Currently I'm finding that when I include window capture my computer CPU peaks and causes freezing which, of course, defeats the purpose of doing a video presentation.

Can you upload a log of a test recording done on your current computer. Record for a few minutes as you would normally then stop, wait a few seconds then hit upload current log. This link will show you how.
