Opening any webcam on OBS permanently dims it and makes it grainy

When adding a video capture device on OBS, if I set the device to a webcam, the video feed will be normal for a few seconds, and then dim tremendously, and stay that way.
If I try to use the camera feed elsewhere, it will stay dimmed and grainy, even if OBS is closed.
Plugging out and in again fixes webcams back to their original normal video feed, but using OBS again will cause the same problem again, and this is harder to do for integrated webcams which you can't unplug/plug easily.
My integrated webcam is still compromised to this day, and I only just found out that it was because of OBS because I received a usb webcam and could try using it in OBS that.

Disabling and re-enabling the device is probably a solution to take it back to normal, but I would like to be able to use it from OBS as well
