no. It breaks stuff.
It breaks enough that we specifically had to code OBS against the youtube "best settings for obs" setup guides specifically for that option.

If Im not mistaken it was supposed to support the processing gpu based for software encoding to free up a bit cpu and creat a more efficient encoding process but it brings frequent crashes with it and even worse things so its as harold says rather breaking stuff by nowadays standard. leave it off is the best way... just ignore it
