Only One Video Capture Device Source Working

I'm having an issue trying to have multiple video capture device sources running at the same time. I have a capture card and a usb webcam. Both of them work if I select them in the first video capture device source but when I add another there is no input. Also tried in a new scene and that doesn't work either.

I didn't have this trouble on my mac but I've built a new PC and want to use it now. CPU is a Ryzen 5 3600 and GPU is a RX 570 8Gb so no problem resource wise, I've also tried multiple USB ports, front and back, and they all work but still can only have one video source
 
From digging around a bit more myself I think the issue is caused by the webcam and the capture card using the same driver, and it not being able to use two devices at the same time. From device manager they both come up as webcams and using the standard windows driver.

Both of the devices I have are generic budget models from Amazon just to start off. Anyone else experienced this and has the solution to fix? Will keep digging myself but not something I'd initially know how to solve
 
Recently i tried to identical capture cards at once with OBS. OBS clearly showed them both (could distinguish).

Have a look at the very specific name/string of the device. Is one of them clearly missing in OBS?

OBS Studio creates a log file each time you run it which contains very useful diagnostic information. Without a log file, it's much harder for any support volunteers to figure out problems and your post may be ignored. To upload a log file, go to the Help menu > Log Files > Upload Last Log...
