ONLY IN THE GAME ROCKET LEAGUE | when streaming i have a steady 60fps but whenever i am recording it sometimes stutters

Okay so let me start from the beginning. i started gaming on a laptop and everything worked fine up until maybe a year or so ago when i noticed rocket league stuttering when i was recording.


Since about 3 months ago i have built a pc to kind of get away from gaming on a laptop. but when i started recording i noticed that the stuttering still persists.

it was weird since i had downloaded and installed a fresh copy of windows and i also installed OBS fresh. and it is weird that it only is in rocket league...

i would also like to add that i've tried using outplayed from the curseforge store. outplayed also stutters sometimes with rocket league but not with other games or as much as it does on obs.

these are my specs:
AMD Ryzen 5 7600X Processor(not OC'd and runs stock)
WD Black SN850X 2TB M.2 SSD
MSI B650 GAMING PLUS WIFI motherboard
Corsair DDR5 Vengeance 2x16GB 6000 memory
Corsair RM650 PSU
MSI GeForce RTX 4060 VENTUS 2X BLACK 8G (which i did not tinker with at all. no further OC from me)

i also only have steam, epic maybe discord snd the game running next to OBS.

these are my current recording settings:
rec format: ".mkv"
video encoder: NVIDA NVENC HEVC (also tried H.264 and AV1 but those are just outright worse in stutters in RL)
audio encoder: FFmpeg AAC
rescale output: disabled
rate control: CBR
bitrate: 8000 Kbps
keyframe interval: 0 s (nevertouched this)
preset: P5 slow (have tried lovering this but also made it worse)
timing: high quality
multipass mode: two passes (quarter res)
profile: main
look ahead: no. this makes it stutter indefinitely
Psycho visual tuning: yes otherwise rocket league becomes blurry due to turning the camera too fast
GPU: 0 (i relaise )that my CPU has an iGPU. but the RTX 4060 is GPU0 so i jeft it at that)
Max B-frames: 2

i also tried CQP but other than achieving basically the same stutters at around 20 ~ 22 and a much bigger file size i didn't bother looking into it further than trying it and going back.

i also tried setting it to [use stream encoding settings] as streaming gets me a continious 60fps. but that does not help as well...

i curently only run a browser source next to my game capture (window capture or screen capture is worse) but it also stuttered before the url.


if anyone would know the answer to this mystery please let me know.

OBS is started as administrator as a tip from your frum to tell the gpu it has priority? well it doesnt fix anything for me :(

the stats dock also shows a continious 60fps with maybe 1 dropped frame due to me alt+tabbing to the game. game is ran at exclusive full screen. and on "performance mode" so basically the game looks like potato quality. (a sweaty tactic i know)
