Question / Help Only getting 320P on YouTube

I am trying to stream my Logitech c920 to YouTube and I cant get more then 320p. I have a business connection 25 down 10 up. When I stream with the Logi Capure software I get 1080p. But no mater what I do when I use OBS its only goes up to 320p. My CPU usage is between 2-4%

related to the duration of your file and the other user uploads needs ~ 5 Minutes up to 2H for a 30 Minutes video for youtube to encode it at all resolution levels

Youtube recodes every upload to all of the different available resolutions. You never see the original, even the original resolution is a recoded version of the upload. The first resolution that appears is 240p, as far as I know. The better resolutions will appear some time later, one by one. So it's better not to immediately announce the availability of a video but only after all resolutions appeared.
