Question / Help Ok this is really starting to kill me!

I keep getting stutters on stream even though i'm playing skyrim with a I7 and a gtx 1070. Watching my monitoring software my CPU and GPU usage never go above 50%. I'm not sure how to fix/deal with this.

You have Game Bar and Game DVR enabled. Turn them off in the Windows settings and try again.
