Question / Help Odd bandwidth issue

I have a 4mb upload with AT&T (Chicago) and for the better part of a year, I was able to stream reliably at the max rate for Twitch of 3500 kbps, until about Feb of this year. It seems I'm only able to manage half that upload now, specifically for OBS. I'm running a 5 min TwitchTest right now (Results) and I'm seeing it use all of my Upload yet I look at the attached log file and I see ridiculous skipped frame percentages due to lag if I ever go above 2200 (seriously, one log chunk says I had a 415.4% skip rate.)

So up to this point, I'm completely baffled as to why this is happening, don't know if it's a Win 7 service or feature that got installed, don't know if its an issue with OBS, don't know if its my ISP traffic shaping my line to Twitch (cause I'm not being throttled, I upload files regularly via FTP and I get my advertised 4 Mbps)

Any help to narrow down this issue would be GREATLY appreciated.
