Question / Help Occasionally choppy video recording

So i want to stream and record games,and i want those to look good as reasonably possible.I worked on my stream,and i think i have found a good spot for it at 720 60fps.For streams,if i were to go for 1080 60,the video would get choopy and unwatchable at times,both because of the workload and the internet speed that i have.(my upload is around 6-7)

HOWEVER,what i also would like to focus is youtube,so i also tried recording.Btw,i am recording/streaming from consoles right now(x360 and ps4),because for now i have single pc,so performance issues can happen if i were to try stream/record at good quality while also playing the game on my laptop.I use an elgato hd60 as the capture card.

tl;dr
BUT,i get dropped/choppy frames at times.Its not unwatchable mostly,if it were for a stream,i would be okay with the result.But im not streaming,im recording,plus my computer does not even runs the game.So why cant i have a smooth recording? I tried recording both on obs and the elgato game capture.Also i checked the cpu usage while recording at obs,and it was around 20 to 30 percent.So i dont think it was something hard on the cpu,thefore not really a hardware problem.

My computer specs are gtx960m,i7 6700,with 16gb ram and 256ssd.Here is the log for the last recording i have made,which includes the problem i have just mentioned.

okay, so correct me if im wrong, you are using a ps4 as your game and the gtx 960m and i7-6700 as a streaming pc (idk how you'd stream on ps4 your pc output). its hard to completely elaborate without an example through a video, if you have some uploaded videos on youtube i can take a look at it, you mentioned your cpu usage is very minimal in which case i would recommend streaming on x264 and recording on NVENC or Quicksync to divide the load, i think what your problem might be is you are streaming AND recording on your gpu and the load (for that gpu) is too much.

Is that the right log? Nearly all of that is the same game capture failure message:
