OBS won't start. 'Failed to find locale/en-US.ini'

Hi everyone!

I downloaded OBS yesterday as my work required me to live stream in about two weeks. But due to my audio interface, I have to stay on OS 10.11, El Capitan, so I downloaded OBS 23.2.1 for my OS version. It was running fine when I first opened it up and started learning about the software. Then I realized I needed to install a virtual camera in order to broadcast via zoom.

So I did some research again, and this is the video I watched:

But my terminal wasn't able to continue to follow these steps from the video linked because of my OS version (...), so I had to stop and uninstall 'Homebrew' that I was instructed to install as per the video.

But now my OBS stopped working.

If I click the app, it will pop up on my dock for 2 seconds jumping up and down, and it will disappear. I tried to re-install, restart, and all other basic steps I was able to come up with. I will have to figure a way to deal with a virtual camera, but right now I need my OBS to run first.

If anybody could help me, it will be wonderfully appreciated!
