Bug Report OBS Wont Let Me Record Or Re-download It

When I Try To Record It Says I Don't Have Whatevah.dll (I forgot names)
When I Try To Redownload It Says - Both Pictures Are Different

Do not install OBS having OBS itself open.

Why are you trying to install OBS while it's running?

Reboot your computer, re-run the installer.
Do NOT run obs again until after you've finished the installer.
