OBS with B580 always drops frames most of the times.

I have an Intel ARC B580 on a streaming PC. I try to stream 4k/60 with it but im not sure what I am doing wrong... I try to switch settings (have tried 12k to 25k bitrate) but 95% of the time i get only dropped frames. On some occasions I may start the stream and it may work flawlessly with no dropped frames and i have seen as high as 20k bitrate constant. If I change a setting, and start again it never works. Should I throw away the intel card? Or is it something on my pc? I had a 3060 previously and i coudn't get it to work AGAIN no matter what I did. I have tried on another PC with a 7900GRE which is not supposed to be better than 3060 and b580 and it constantly did 4k stream on h264 with the gpu. Can anyone help please? Thanks

I forgot to mention that the problem is only on YT. On twitch I do a CPU stream with 8200 bitrate not a dropped frame ever.

Probably the B580 isn't suitable for streaming at 4k 60 fps. Try using only 30 fps or reduce it to 1440p.
It can encode at 4k but streaming is a different beast.

Anyway, I guess you'r trying to stream to Youtube and you should take a look at https://support.google.com/youtube/answer/2853702?hl=en&sjid=11704655788517951281-SA
I have seen that a long time ago. The weird thing is that the 7900GRE can do a 264 stream 4k/60. I thought the b580 was supposed to have better encoders. So what is the result? That one needs a 5070 lets say to do what I try to achieve?

A log file from an stream is also needed.
If you're using a plugin to stream and both streams are through this plugin, please contact directly the plugin's dev on it's page discussion section or github page.

If I tell you that I upgraded to windows 11 and all is working perfectly what would you say? I even tried AV1 20k bitrate and it is working no problem 0 dropped frames. WTF was that about?

Probably an issue within Win 10 that was resolved on Win 11. Or the GPU driver works better for Win11 than for Win10.
Or another app interfering with this that isn't present on Win 11. And the possibilities are more.
