OBS Windows - Elgato HD60S - Missing Speaker Audio

Hello,

I'm currently having an issue with the Audio Mixer in OBS where the Desktop Audio is silent whereas the Video Capture Device is detecting sound. Visual is fine, basically there is no sound coming out of my speakers. Even when I press record, the recorded gameplay footage has sound as well.
I am using a video capture device Elgato HD60S to display console gaming onto my PC monitor.
I've tried both OBS and Streamlabs but having the exact same issue. Oddly enough though the Elgato 4K Capture Utility software IS able to pick up both visuals and sound.
Starting to wonder if a system update caused this and that it's unfixable unless I revert to a previous state or wait for another update. Problem is, I wouldn't be able to pinpoint which update caused this.

Here's the part that really confuses me:
In the past, when I boot up my PC while my PS4/Switch is already connected/turned on; I can hear the menu music from my speakers BEFORE i even enter my credentials to log onto my PC. OBS is not set to auto start for my PC upon bootup. I have to manually start and open it. I'm puzzled as to how my PC was outputting my console music before my OBS even booted up.


I've done the basic checks:

1) Reinstall OBS
2) Check for any muting in settings/volume mixers
3) Update/Reinstall drivers
4) Disable any potential software which steal and interfere with audio (Nahimic, etc)

Check in the general obs settings (audio section there) what your monitoring device is.

Then return to your advanced audio properties as shown above and switch the video capture device from "monitor off" to both, monitor and output.
