OBS will not provide enough video to stream on YouTube

Following the latest update, I am no longer able to stream our worship services on YouTube using OBS studio. I consistently get a message saying their is not enough video being sent to support streaming. OBS studio shows that I am dropping over 65% of the frames throughout the stream.
I have attached the most recent log file for reference.

Not being able to stream at 85kbps suggests something very wrong with your internet. I would strongly recommend using a higher bitrate if possible.
