Question / Help OBS will drop frames instead of using more CPU power.

So I have been having a problem when doing some test streams where I will drop about 20%-30% for the frames(these are hard freezes then smooth video). During the stream my CPU never really went over 60%-70% usage, with OBS reporting it was using about 30%.

The settings I am using are:
Encoder: x264
Bitrate: 4500kbps
Res: 720p60
Preset: Veryfast

Specs: This is just a streaming laptop, I use consoles and another computer for the gameplay
CPU: i7 6700HQ
GPU: GTX 960m
RAM: 16GB @ 2133Mhz

One more note. I have seen other people report that they can get away with similar settings but a better preset with the same CPU.
