Question / Help OBS Webcam Issue

When I add a video source, (Logitech c525) my camera doesn't turn on yet it adds the source and shows nothing besides a red outline when editing source. I do not have anything else running the camera. Please help!

I'm having multiple issues. I have several scenes set up, using my Hauppauge HDPVR 2 on one of the scenes there is just a black screen, I have been getting cpu spikes that goes up to 67 sometimes 75% causing my stream to glitch out and it looKS really crappy. Also when I go to start obs 0.11 I get a error that says something is not installed I can't remember what it says exactly because I'm on mobile right now. I love using obs multiplatform because it's the only thing that supports my capture card I need a stream that must viewers can watch without a hiccup. The cpu spikes only started after the upgrade. My cpu is a Intel i3 3.16 ghz. I know it's bit my country because it was working fine before the upgrade.
