Question / Help OBS was working fine, all of a sudden it's not?

Earlier I was streaming and everything was amazing. I stream at 720p 60 fps. I have a laptop that I use to watch the stream to make sure everything is all good. I was streaming using "slower" as the encoder preset and 2k bitrate. I then took a lunch break, and shut down OBS for about an hour. When I opened it up, I noticed the first problem which was that the webcam does not popup unless I right click it, and go to properties. Then it shows up. I thought nothing of it and started streaming again. Skyrim ran absolutely smooth, however, I looked at the laptop and it was about 1 frame per second, everyone else on the stream confirmed this. So I tried going to the ultrafast setting just to test it. Same thing. It is running my CPU at 100% now, no matter what settings I use. I also tried taking out the processor, cleaning the top off, applying new thermal paste and trying again just to be safe. It didn't make a difference. Literally nothing changed from when I closed OBS for that hour, and when I started it again.

PC Specs
-Intel i7-4790
-NVIDIA GTX 1060 OC V1
-8GB RAM

My question is. In this case, should I try re-installing OBS? Or is there something else I should try?

Oh also, don't know if this matters, but 1 bit of more information. When I use OBS and turn on Skyrim now, my CPU temp goes up to 90c, however, if I run cinnebench, it only goes up to about 60c max. Is OBS somehow trying to overuse my CPU? My CPU automatically overclocks itself when something gets it to 100%, and it does that now with OBS and cinnebench. Before, OBS, on the "slowest" setting for encoding, would only use 40% CPU.

Default preset is VERYFAST. Slower needs a lot CPU. This option generates encoding lag. And CPU 100% as you say.



15:59:24.834: Warning: The OpenGL renderer is currently in use. On windows, the OpenGL renderer can decrease capture performance due to the lack of specific features used to maximize capture performance. The Direct3D 11 renderer is recommended instead.
Better use Direct3D 11.

I do use Direct 3d 11. I was using slower for 3 hours or so with no issues. The stream looked perfect and CPU would only be at about 50%. I just hit stop streaming for an hour, hit start again without changing anything, and now even superfast doesn't even work. I have never used the OpenGL option. I don't know why that would show up.
