OBS Video Lag to YouTube Live Streaming

Hello all, I have OBS install on a MacBook Pro 2018 Intel chip and have OBS installed along with a YouTUbe channel created. When streaming live to Youtube there is a noticeable lag in video between my two monitors 3 seconds… Audio will need syncing as well, but need the choppy video sorted. Canvas 1920 x 1080 output 1920 x 1080, fps 60, bitrate 4000, software encoder x264, cpu very fast, frame rendering drop 0.2% the only issue in stats, everything else ok ??? Everything else white and ok ??? Youtube ultra low latency, right streaming key, this is driving me insane as have played with many settings and just cannot get the video to sync live, tried stream labs obs to stream as well, same issues. Can anyone help please ? Very new to both programs but have watched so many YouTube tutorials about this and tried everything I can think of - arghhh Need help please. Thanks.

Please clarify
What is on the two monitors? is one OBS, and the other a monitor of the stream at a CDN (YouTube, in this case)? beware the limits of speed of light.
It would be a HUGE misunderstanding to think you could sync a local source with another video source which is sent locally, to a content provider, have the video re-encoded, distributed, downloaded, and played [a 15 sec to 30+ second lag is normal/common, and higher depending on where in the world you are, Internet connection, etc]
On the other hand, if you mean the OBS preview window is 3 seconds behind screen being captured, that would indicate your OS and OBS settings are more than your hardware can keep up with
I have zero frames dropped on my PC (using CPU encode/decode offload). If you are consistently dropping frames, I'd think that would also be a clear indication of a settings/hardware mismatch. How to fix that mismatch.... depends
