Question / Help OBS using 70% of my GPU while idle

I tried to troubleshoot myself by looking up threads on google but none of them seemed to solve my issue.
But someone said the stats page would be my best attempt at getting someone to help me trouble shoot

Point 4.1 might help.

As the GPU clockspeed is usually very low in 2D mode (not game running), the percentage of the OBS GPU load is relatively high, but as soon, as the GPU is clocking at 3D mode, the percentage of the OBS GPU load is usually way below 10% (heavy usage of sources + filters will increase that).

Your log shows, that OBS is using you Intel HD onboard GPU for rendering. Maybe you better just turn it off in the BIOS.

Plugging all your displays into your 1070 would work better long term anyway.
