OBS unable to open settings

When I open OBS everything looks fine untill I try to open properties of a source or settings. They won't open untill I minimize OBS Studio.

When I minimize OBS Studio the preview gets disabled automaticly and everything works fine untill I reactivate the preview. Then everything freezes again untill I minimize again and preview disables again.

Weird thing is when I change FPS Value in Video settings to 30 problem is also gone.

Already tried:
Reinstall OBS
Reinstall Windows
Used Settings from PC that works including it scene profile
checked settings
After windows reinstall it may have looked that Nvidia Geforce Experience was the culprit, but after uninstalling it. The freeze stayed.

Have you tested without the PoS StreamElements plugin?
Have you looked at the errors in the log?
have you submitted the OBS Log to the analyzer on this site (see my .sig)
If using OBS, why is Win10 Game DVR mode on?
