New PC log:

16:00:51.862: Output 'simple_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 1154 (78.9%) (2500 Kbits 720p 30 fps)

16:34:50.896: Output 'simple_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 3183 (60.3%) (2500 Kbits 720p 30 fps)

So, reinstall network adapter drivers
Use TCPOptimizer to configure your adapter

16:37:41.756: Output 'simple_stream': Number of skipped frames due to encoding lag: 2068727051 (113.7%) (2500 Kbits 720p 60 fps)

As you rescale in VIDEO settings, you don´t need to rescale again in OUTPUT settings.
Use NVEC (your GPU) to encode output.
