Well sort of... you can have a 'projector' {or something like that, not something I've done so not 100% sure of correct term) to display your desired OBS output. then send that to a HDMI output which the other PC would capture, and you'll lose some quality in the process
I'd think this will get messy, if you have a powerful enough PC, I'd keep it simple and run a single instance of OBS on a single machine
What is the purpose of OBS on the laptop? are you compositing on the laptop? if not, you don't need OBS to run whatever application on that machine, send monitor output via HDMI and capture that and manipulate your stream on the other OBS machine.
