Saw a few threads about this problem, and evidently a recent Windows Update causes the NVidia Control Panel Program Setting for OBS Studio (and possibly other programs as well) to be ignored if it was set to Integrated Graphics.
This means you could have the NVidia Control Panel forcing OBS Studio to launch on the Integrated Card, but Windows is ignoring and overriding it, and OBS Studio will launch on the dedicated card.
TLDR: Display Settings -> Graphics Settings -> Add OBS Studio -> Options -> Power Saving
