Question / Help OBS Studio Webcam Frame Skipping

Hello,
While recording in obs Studio, I noticed that suddenly my webcam started skipping frames.
This started after one smooth recording and then suddenly it started to not function correctly.
Frames are now guttering badly and I can't find a solution.
I've included my recording/webcam settings and OBS logs.
My PC specs are:
Windows 10
32gb RAM
Navida GTX 1080 graphics card
ROG Maximus VIII Hero Motherboard
Logitech c920 Webcam
Please help me. I don't know what's wrong.

one thing you can try is going into the "configure video" option in the camera and lowering the exposure and gain on your cam to see if it isn't as choppy. Having a high exposure requires your camera to do more work.

Tried that but it has no effect.
This error also affects game footage that is recorded.
The camera works fine in Logitech's software.
When the I run the automatic maintenance, the error goes away
 
I see something here in your log: DShow: HDevice::ConnectPins: failed to connect pins (0x80040207): The owner SID on a per-user subscription doesn't exist
Perhaps it is a driver issue? Windows can reinstall drivers without you knowing. Also try running OBS as an administrator.

Running as admin had no effect.
If it is a driver issue, what do I do?
 
wouldn't hurt to try, but try updating the cam via device manager and see if that works or use another usb port perhaps a 2.0 if its in a 3.0 vice versa.

I tried updating.
It say it's fully update.
Tried changing usb ports.
No changes.
I tried doing a restrore point but I can't becuse of another program

I reinstalled and the issue persists.
I tried a different recording software and it had the same issue too.
Game footage stutters as well.
What set of drivers do I need to reinstall?

One note that is interesting, while windows maintenance is running, the issue goes away.
What changes while that program is active?

Try to reduce webcam resolution down to maybe 640x480.

C920 webcam only supports USB 2.0 speed, that is where MJPG compression comes in for anything at 1280x720 or higher at 30 FPS.
Something is going on with the drivers of webcam. Seeing 1920x1080 with i420 might mean the drivers or windows 10 might be doing the CPU decompression that only allows OBS-studio see it as i420.

Windows 10 anniversity update affected some webcams.

I've tried reducing the RES, but no effect.
I uninstalled the device, but no effect.
Something changed between the 24th of DEC and the 25th of DEC.
It works fine in its own Logitech software, but no where else.
Why would an update from over a year ago be affecting me now?
I'm now seeing that it says I need to 'finish installing device software', but it won't let me do so

In the second to last log, the cam started to work normally, but after restart it stopped again.
Another discovery is that the games display with a very slight jutter.
This leads me to believe it's a windows display issue.
I've updated my Navida 1080, but still it persists.

I've now even tried a system restore, but nothing changed.
I'm at a loss.
Windows help tells me I need to format my computer, but I can't do that because so many of my programs i would have to buy again and if the format didn't help and this is an update bug i'm out $300 bucks.
What more can I do?

In Video capture settings, scroll down try turning on buffering, it might help with jitter / frame drops.

Check if your CPU, GPU, chipset, VRM (voltage regulator module), or other stuff is overheating and slowing down with windows 10 task manager's CPU GHz and downloadable HWMonitor.

Using a downloadable GPU-Z, Check if your graphics card is running at PCI-E 2.0 x8 or higher/faster.

Have you tried recording or streaming? None of the logs shows any stream/record stuff.
