OBS Studio stops streaming but still shows as streaming

Thank you in advance for reading this...

For about the past few months ( I believe since the last patch) my OBS will stop streaming at an intermittent time however still shows me that it is streaming. I have done quite a bit of searching to attempt and figure out why this is happening without success so today I am bringing it here in the hopes that some guru will give me a hand.

I have both screenshots and a log taken from this last time it stopped streaming but acted like it was still going.

This was taken from my taskmanager when it stopped streaming (it is the only way I can shut it down)
