Trying to stream at low bitrate 720p30 for Overwatch. I have more than sufficient upstream, and I thought that I had sufficient hardware specs to do so. Is this related to being on Windows 10 Anniversary? I have similar issues trying to stream CS:GO.

Seems okay when there's not much happening on the screen. But in the more taxing moments the stream stutters like crazy.

Bitrate: 2000kbps, 3000kbps (issue present in both)
Base resolution: 1280x720
Resolution downscale: 1280x720
Downscale filter: Bilinear
FPS: 30
Overwatch Settings
In-game: 1920x1080
Graphics: Low
Render Scale: 100%
System Specs
