Hardware encoders generally require a ton of bitrate compared to x264 to look good. Motion in the frame will be blurry at low bitrates. With no motion, the picture should be clearer, which sounds like what you're describing.
If you're having issues, please post a complete log file from a streaming session that shows the issues that you're describing. I should have asked for that first.

Ok I upload my last log file.That log file doesn't show a streaming attempt. Try to start streaming, wait 30-60 seconds, then stop streaming, and then upload your log file.

Even though your Internet service is quoted as 30 Mbps down and 10 Mbps up, you might not be getting stable service at those levels.I have 30mbps download speed and 10mbps upload speed. How come cannot keep up with downloading and viewing the stream while also streaming? I'm watching my own stream from the same computer and mobile device.
