Question / Help OBS Studio recently Dropping Frames!

Ever since I updated my Windows 10 PC to the Creator's Update, I have noticed an increase in dropped frames..
I have NOT changed my settings since the creator's update, so this isn't a problem with configuration. I have also not touched my hardware or software related to the stream.
You can see the difference on my streams on Twitch.tv

After Creator's Update:~ https://www.twitch.tv/videos/158561265
This is a significant change from just one update. I did try and rollback, but it failed.
I have tried everything, from using ethernet, to contacting the ISP for a better plan. Nothing has seemingly worked.

Then the first paragraph applies.
I have contacted the ISP previously, and, as stated, have had perfect streaming before the creators update. I honestly believe the best option is to restore my system (again), but would like to try and see my options.

Given that the problem is likely 100% outside of your system restoring your system is going to do nothing to solve the problem and will only serve to waste time.

Are there any other solutions you could potentially recommend?
I already ruled out the possibility of my ISP being at fault, since it worked before my system update, as proven above, and changing my network reciever (Wi-Fi, to Wired) changed nothing.

That still doesn't eliminate all the internet providers between your ISP and your chosen streaming service.
