Question / Help OBS Studio problem:frames drop 10% for a second and then goes back up

So I have the most recent OBS Studio version and using the W10 Creators Update. I am getting the problem even if OBS Studio is only running on the background (not streaming/recording). This happens in every game I have tried, video is from Overwatch. I have 7700k and GTX 1070 with 16gb of RAM so I think my pc specs aren't the problem. Anyone know a fix to this?

Edit: Also, if I cap my fps at for example 170, the drops are still happening. And the drop is about 10% of the fps i have before the drop.

Having this problem as well. Thought it was my wife's 780ti struggling. Just got a 1080ti and its dropping frames HORRIBLY even when playing simple games like counter strike.

...
Have you checked your GPU hardware monitors to see if the framerate is actually dropping and it's not just the FPS monitor glitching out?
If the game is actually lagging, try setting game priority above OBS priority (so OBS drops preview/encode frames instead of game).

It happens in many other games too, not only Overwatch. And yes, I do get a mini-stutter ingame when this happens. And priority change did'nt help.

Please post a log (last log not current log) from when you encountered this problem.
But it sounds to me like the game is using all the GPU resources and leaving none for OBS.

Also important note: I just tested a bit the settings. It appears that whenever I change the setting from 30 fps to 60 fps, this problem comes. So Im stable fps with 30 fps, but when i do 60 fps my frames starts going up and down every 1 second as shown on the video. I really think that my system can handle the 60fps so I don't believe that's the problem.
