After tons of testing, (including closing literally everything I possibly can on Windows without causing a shutdown), the only conclusion is that OBS is somehow handling the preview badly, or Windows is doing something dumb. In the first case, OBS can fix it directly. In the second case, I hope a "bigwig" here can get in contact with some tech "bigwig" in Microsoft and try and brainstorm ideas on what could be happening.
Specs that matter:
RTX 2070
Intel 8700k
New NVENC encoder
WIndows 10 Professional (all up to date)
Log showing almost 0 frames being dropped due to encoder lag (which of course makes sense since my card for most games rarely goes over 60% usage). I have had some streams where only 3 frames get dropped due to encoder lag. (just flukes obviously)

And now today during testing it is showing actual stutter in the output.... What gives? There are 0 frames being missed or skipped, but how is my preview having stutter, and then passing it onto my viewers seemingly at random?
