OBS Studio isn't letting me change the target bitrate

I'm setting up OBS Studio for streaming on Twitch, and when I click on 'Target Bitrate' and put in my desired bitrate (3500) nothing happens. The only numbers that work are 1 and 0. I've attached some photos so you can see the settings I'm using, and you can tell me if they are fine.

Disable enforce streaming service encoder settings ;)
and disable the preset

The only way I can have a target bitrate of 3500 is if I use the x264 encoder. Would that be ok for streaming?
