Question / Help OBS Studio high CPU usage on Windows cloud instance

I've setup a windows server instance on Google Cloud. It's a 6-vCPU 10GB ram VM. The processor is a 2GHz Xeon.

OBS Studio consumes 99% on all vCPUs, even when not streaming. When streaming, the fps drops drastically. Not sure what's going on here. I'm only streaming at 720p 30fps. Using these same settings, I've managed to stream comfortably on a i3-4th gen laptop!

The version of OBS is the latest from the site. It's 20.0.1. I installed via the exe installer.

As mentioned on IRC, this is likely because the GPU is emulated in software, resulting in terrible performance. OBS is not designed to run in virtualized / remote environments.
