I regularly stream to twitch, and I've been having a problem of late with dropped frames causing severe stutters in my streams and I need some advice on where to look for the actual cause of it.

My games run at fullscreen on my main monitor (2560x1440), I wanted to simply downscale it to 1080p to stream, I tried at 60fps @3500 bitrate and it didn't seem stable at all despite what various guides recommend, downgraded it to 30fps and it got better, but still didn't work. Continued dropping the resolution down in increments but the dropped frames persist. I'm only using 20-40% of my CPU while streaming. Twitch's analyzer claims the stream was 100% stable and detected no problems. I'm not sure if it's
