Question / Help OBS Studio FPS Lag when Streaming/Opening! Please help!

So I was reading a couple threads here before making my own, and I realized apparently the GTX 1060FTW 6GB card has issues? How is that possible? Anyways. There's been days I can stream in 1080p 60fps and not have a single drop.

Then there's days like tonight, where during streaming, it's chopping, and just a general nuisance. I don't know why this is happening. I have Game Mode off, I have my latest NVIDIA Drivers and my specs are WELL up to date. My PC specs are:

Intel Core i7 6700k @4GHz
32GB Corsair Platinum DDR4 RAM 3000mhz
EVGA GTX 1060 FTW 6GB GPU
ASUS Maximus VIII HERO Motherboard

Can I please get some help on this?

I have Game Mode and GameDVR Disabled, I tried different settings x264 is NOT an option for the game I'm streaming. It's a pixelated mess.

The game I'm running is Black Desert Online.

My primary goal is to stream at 1080p 60 fps on YouTube, and I get frame stutters, and even when it manages to be smooth it looks like when I do certain attacks it DIPS in frame rate on the stream itself and sometimes not the game.

but overall the game also lags when streaming for some reason.
