Question / Help OBS studio FPS issue

Ok til yesterday i got i5 4460/16gb od ddr3/GTX960 4 gb/120 gb ssd
my stream worked amazing on 720p and 60 fps.

Today i got myself I5 7600K with 16 gb od ddr 4 and i got same graphic and ssd
And i got problem:

Droped frames are 0% cpu is 20% with all my specs and the point where it says 60 FPS(that drops to 20-35fps and laggs the hell out of my stream)
tryed everything with bitrate 30 fps.even downscaling rez to 480p,encoding to worst,new drivers and so on.still same.even if i put X264 or nvidia as rendering encoder or so.same stuff happening on classic and studio OBS.

here is all ive got so far.can anyone check and see.

p.s Got clean win 10 instaled,all new drivers.

What are you trying to capture?
Why aren't you using a game capture source instead?
Have you turned off all of the game overlay/DVR stuff in Windows 10?

Please post a complete log with a complete streaming/recording attempt where the performance issue occurred.

Im using display becuse i wana capture my whole display anyway. i turnd off DVR and game overlay in win 10.
Trying to run my stream with games on 720p 60 fps like i used to do with crap pc..

This log file contains nothing but an attempt to run the auto-config wizard.

To make a clean log file, first restart OBS, then start your stream/recording for ~30 seconds and stop it again. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.

Do you have vsync or the FPS limit set in Diablo 3? What kind of FPS do you get when OBS isn't running?

No i dont have limit on any game,i get same issue on legue of legends,overwatch,wow,diablo,hs,hots and so other games. i got on diablo around 198 fps all the time. and no i dont have vsync

Enable vsync and test.

Same problem sir.
FPS drops like mad from 60 do 30. the point is ive even tested with 10 and 30 fps and same problem. so something is messing with my obs.becuse i was using win 10 before and with crap CPU worked like charm now with new cpu 60% better one not working on new instalation of win 10.

And you hold a stable 60 FPS in-game before OBS is running? What if OBS is running but not actively recording anything?

yes i hold stable 60 fps in anygame i play so far on biggest graphic and works like a charm only when i stream fps drops all the time and keep my stream laggy as hell. even on preview mode when im not recording or streaming fps drops!
