Question / Help OBS studio encoding overload even on default AMD recording settings

I'm a gamer who races in GTA V and records the races I do in there, playing in 1080p.
60fps is mandatory ingame (in GTA V you are slower when not running 60fps, long story, not important here) and I want to record in 1080p/60fps with a nice quality.

After switching audio devices to use VoiceMeeter (to record Teamspeak sounds on a different audio channel then my gamesound) I constantly get encoding overload a couple seconds after starting to record.

Short Spec list: i7-6700k @ 4.0 GHz, 16GB DDR4 @ 3000MHz, Radeon HD 7970 @ 1000/1375, 850 EVO 500gb w/ Samsung Magician & RAPID MODE enabled, GTA V on a Seagate 2TB 7200rpm HDD, that HDD is the target of recordings.

I've had recordings running smoothly before and even in great quality using the High Quality preset in OBS, but that gets me the same results now.

The smooth part of a recording is also 40fps only, not the 60fps I set in OBS.

I tried using AMD's ReLive (and that works), but I want to include the browser source that's displaying my gamepad (https://gamepadviewer.com/).

Earlier this year (before I discovered gamepadviewer.com) I was using plays.tv, which was able to do 1080p 60fps 50 Mbps without a problem. My ReLive uses the same settings without issues either.

I feel like there's something I overlooked in OBS. Can you guys please help me?

Well apparently not running Chrome in the background did the job.
I can now record at Balanced Quality Preset with Variable Bitrate Latency Constrained at 20k bitrate target with 30k peak.
Think I can increase the bitrates even higher, but for now this will work.

Don't use VBR Latency Constrained. Instead use either CBR (for disk space saving) or CQP (for quality).
