Hey guys bare with me. Up until one or two months ago, I had no problems with OBS. Been using this GPU with the program for the last two years.
The GPU is the AMD R7 265X. Under https://github.com/Xaymar/obs-studio_amf-encoder-plugin/wiki/Hardware,-GCN-and-VCE-Limits this is listed as supporting VCE1. I'm pretty sure that I have been successfully selecting and using the GPU for all this time until now.
I have installed https://github.com/Xaymar/obs-studio_amf-encoder-plugin/releases/tag/1.4.3.4
I've updated the drivers.
I've declined ReLive.
In the process of installing a past AMD driver(s) and will update on how that turns out.

Also every single time I close OBS manually, before any crash, I get the 'obs32.exe has stopped working'.

Maybe I have selective memory and always used x264 after Studio added AMD support? Who knows. But I feel like my Recordings were truly fine before this. But now even my Recordings lag to death and look like I'm playing video on Quicktime, because of x264. They are full of stutter while labelled as 60fps. They used to have no stutter while labelled 60fps.

https://www.twitch.tv/bankea/v/63115980 watch any footage in the timeline. Note the image quality doesn't look like 720p here because of low Twitch bitrate (New Zealand internet).
https://www.youtube.com/watch?v=FABHGWfdiU0. This one feels like it contradicts me. Did we have AMD support back in 2015? I didn't install any plugins, if so.
I'll record something with new x264 selected to share here, when I get home.
If I did always used x264, I don't understand how an Intel i3 from like 1985 could've handled the workload and produced 720p60 in the past. Which process of my PC was getting the GPU power while OBS used the Intel?
