Bug Report OBS Studio constantly freezing PC

I don't know what it is, but for the last three days OBS Studio seems to be constantly freezing up things on my PC. It seems to happen anywhere between each 30-45 and the problem goes away the moment I shut down OBS studio.

I have been using OBS Studio for over a year now and have never experienced this issue except for those issues users were having with the Windows 10 Anniversary Update, and even after that fix, everything has been working fine except up until three days ago.

It doesn't matter whether I am streaming or not, it just seems to do it every 30 seconds. I have not changed any software, hardware and I have tried multiple different settings and configurations to see if anything I do makes a different.. I even reverted and tried several versions prior to v18. I've tried changing elements of my scenes and sources, I have tired to downscale my resolution, tried both on 30fps, 48fps, and 60fps..but none of that matters as it does it, again, even without streaming. Everything else on my PC works fine (Overwatch on the highest settings as one example). I've run diagnostics on my PC and can't seem to find anything wrong with windows, my video drivers, or anything. I even tried to delete a windows update that was part of the same family of updates that were causing issues back during the anniversary update.

I have tried other streaming software (Elgato and XSplit) and I do not have this issue.

Have you tried with:
1> fps set to 30 instead of 48
2> New scene COLLECTION

Come on, man.

This issue happens when I open OBS, as in the moment I open OBS it freezes everything. It has nothing to do with my streaming. Please read my first post again.

Yes yes yes yes, I have tried different "collections", same thing happens.

This issue happens instantaneously. I've done clean installs, as well.
