Question / Help OBS Studio ALWAYS dropping frames

In this past year I bought a high end PC and built it myself. I am attempting to stream PC games and console games (via an Elgato Game Capture Device) and OBS Studio always drops frames. I have attempted this on three different versions of OBS. I have watched countless tutorials and tried every variation settings I can think of. I can easily stream using the Elgato Game Capture Device software and other programs such as XSplit, but I prefer the features of OBS, so I want to solve this problem. Here are my specs and speeds.

Internet speeds (As given from Ookla speed test):
Ping: 12ms
Download: 164 Mbps
Uplaod: 7.38 Mbps

OBS not only drops frames when trying to stream a game, but also when trying to stream a black screen. If anyone can give any assistance it would be greatly appreciated.
