Ran the update prior to streaming, only to find the game was streaming at about 1 frame every 5 or so seconds.
I restarted everything, and tested other scenes, including an away scene that has nothing running on it other than an image slideshow. Everything struggles to run, and has the same problem, displaying about 1 frame every 4 to 6 seconds, no matter the scene. The program also will not close on its own without being shut down via the task manager. OBS 21.1 is completely unusable and broken for me.
Rolling back to 21.0.1 completely fixed the issue.
